The building housed the National Security Voluntary Militia barracks, then located near an upstream area between city and countryside, prior to the current expansion. Today it was destined for the University Faculty of Letters.
The building, inaugurated in 1938, develops according to a wide curvilinear front highlighted by horizontal bands, alternately in vulcanite and plaster, which occupies the corner of Piazza Conte di Moriana, becoming at the same time a backdrop for one of the entrances to the city from the Carlo Felice state road.
On the outside, on one side, the part with the greatest plastic relief of the surface is evident thanks to the triple presence of rounded pillars (a clear residue of the fascist period), accompanied by ashlar bands in the lateral body. On the opposite side, the long trumped opening above the entrance stands out, while the central entrance leads to the atrium, which is airy and bright thanks to the large windows at full height of the stairwell supported by a curvilinear structure.
