On September 20, 2006, the Autonomous Region of Sardinia issued L. R. n. 14 concerning the “Regulations on cultural heritage, institutes and places of culture”. With this measure, the RAS intends to pursue the protection, enhancement and enjoyment of the material and intangible cultural heritage of Sardinia as a factor of civil, social, economic growth and a significant component of the civilization and identity of the Sardinian people, as well as of its specialty in the context of regional Mediterranean and European cultures.
Through this law, the Region reorganizes the sector, in implementation of articles 2 and 5 of the Sardinian Statute, of the new implementing rules established in Presidential Decree 480 of 1975, of article 4 of regional law 26 for the protection of Sardinian culture and language. And of course of the Urban Code of 2004 and the reform of Title V of the Constitution.
Thus, a regional system of cultural heritage and cultural institutions and places is outlined, which will allow the integration of the various competencies and functions of protection and enhancement of the Region in cooperation with the State, Provinces and Municipalities.
The law concerns museums, libraries, historical archives, but it also introduces two other new types of cultural places: archaeological parks (monumental assets, such as sanctuaries, country churches, places of worship, towers and coastal defense systems) and ecomuseums, an expression of the historical memory of the territory with its monuments, traditional knowledge, rites. For the first time, particular attention is paid to contemporary art, which the Region intends to support through collaboration with national and international realities.
With this law, the Region aims to enhance the specificity of the Sardinian heritage, encouraging comparison, openness and collaboration with other Mediterranean specialties. We want to improve and systematize the management of cultural institutions and places, to guarantee the highest quality of the offer and services through minimum standards and integration of interventions. A regional register of cultural institutes and places will be created for structures recognized by the Region. Two technical-scientific bodies are also planned: the Regional Observatory of Museums and that of Libraries, which will have the role of verifying the quality of museum and library systems and will have to encourage wider participation in programming activities.
