The building is located on an irregular polygon surface with a considerable slope close to the Buon Cammino Hill.
It is part of a large program of public construction interventions throughout the island, subsidized by the Public Works Authority of Sardinia. Designed in 1926 by the Cagliari engineer Angelo Binaghi in collaboration with Flavio Scano, it was built until 1939 with a partial inauguration in 1934.
The building opens on one of the short sides with the impressive entrance atrium which is accessed through a staircase. It has an ashlar wall against which are placed twin half-columns that delimit the three access openings. The façade is spread over three levels, with protrusions and recesses in the buildings, and is made homogeneous by the regularity of the Serlian, Palladian or square window openings separated by projecting pilasters, and by the decorative elements with cliped patterns, shields and coats of arms. Above the central entrance, the coat of arms of the University of Cagliari is visible.
