The large building is located on the corner between Via Roma and Largo Carlo Felice, in a position perfectly symmetrical to the Town Hall.
Designed by engineer Federico Rampazzini, it was erected between 1925 and 1930, distinguishing itself among the most complex buildings in the entire building with the sequence of porches that uninterruptedly develops along Via Roma.
Built on different floors aligned uniformly with the frames marking the buildings that follow one another, the building stands out for the pilasters that vertically mark the facades and frame the variously decorated openings. Above the ledge, at the three main openings located in the center, a tympanum is visible, unique compared to all the nearby buildings. The neo-mannerist decorations complete the building, which alternates columns and pillars in the porch covered with ashlar.
